Reducing Water Reliance on Delta for Future Needs – For Whom?

Sometimes the Legislature ends a debate by passing a bill. Sometimes the Legislature starts a debate by passing a bill and launching an interpretation of its meaning. There is a growing array of interpretations of some historic water policy that the Legislature approved in 2009. The key issue is basically this: Who should be reducing their reliance on California’s most important water source, the Sacramento-San Joaquin Delta and the greater watershed, to meet future needs? Is it the 96 percent of Californians whose taps flow with a supply that comes from the Delta or upstream? Or is it fewer of us based on a narrower interpretation?
